It used to be called the iPhone OS 4 until it was renamed to iOS 4.0 during WWDC 2010 and it's now available for download!
It's on all iPhones and iPod Touch other than 1st gen iPhone & iPod Touch. It works on iPhone 3G but no multitasking will be supported. You'll need iTunes 9.2 to install. If you're hoping for an update for the iPad, well, you'll have to wait till Fall...here's a list of basic features on iOS 4.0
